If it has a coating, it’s a fusible stabilizer intended to be bonded to the reverse side of a fabric for embroidery. You can do a tear test on the fusible stabilizers as some are cutaway and some are tearaway.It is ironed or pressed onto the fabric to give a stable foundation for special applications .
